Assam Orunodoi Scheme
‘Orunodoi’ or Arunodoi Scheme is a scheme of Government of Assam launched on 2nd October 2020. ‘Orunodoi’ scheme aims to provide Financial Assistance of Rs. 1250 per month through Direct Benefit Transfer (DBT) scheme to around 27.61 lakh Families in the state. Scheme beneficiaries receive the amount on the tenth day of every month, starting from October, 2020. Women being primary caretaker of family are kept as beneficiaries of the scheme.
The then Finance Minister Dr. Himanta Biswa Sarma, now Chief Minister, announced the Orunodoi scheme, described as the 'foremost bead' among the Ashtadash Mukuta Unnoyonee Maala, in his 2020-21 Budget speech.

Scope of the Orunodoi Scheme
Government of Assam will provide monthly financial assistance to the eligible beneficiaries for procuring various essential needs, including health and nutritional items such as medicines, fruti, vegetables, pulses and sugar. Under this scheme, each beneficiary family will receive Rs.400 for procuring medicine, Rs.200 for 50% subsidy on 4 Kgs of pulses, Rs.80 for 50% subsidy on 4 Kgs of sugar, Rs.150 for purchasing fruits and vegetables, and Rs.170 for essential goods, and Rs.200 for LPG gas.

Eligibility Criteria of Orunodoi Scheme
To avail the benefits of the scheme, the applicant have to fulfill the following criteria.
Inclusion Criteria of Orunodoi Scheme
All three following criteria need to be met by the eligible applicant.
i. Applicant should be a permanent resident of Assam. |
ii. Applicant should be presently resident in Assam. |
iii. Any one of the following |
# Composite Household Income of the Applicant should be less than Rs. 2 Lakh per annum. OR |
# Household having any member who is dwarf or ailing from Cerebral palsy/ Thalassaemia/Haemophilia /Leprosy /Autism spectrum disorder. OR |
# Existing Beneficiaries of Deen Dayal Divyangjan Pension Scheme and Indira Miri Universal Widow Pension Scheme |
Priority Criteria of Orunodoi Scheme
Prioritization criteria will be considered in case there is a lower quota available than the number of applicants.
Widow/divorced female/unmarried female above age of 45 years/separated females |

Households without shelter or not having a pucca house |
Households with no adult member between the age of 16-59 years |
Female-headed households with no adult male member between the age of 16-59 years |
Deserted women living in old age homes/ institutions registered with the government |
Victims of human trafficking or rape of any age, recorded in any governmental record |
Exclusion Criteria of Orunodoi Scheme
If any of the following criteria is observed, the applicant for the scheme will be considered ineligible.
# Households which have any former or current MLA/ MP. |
# Current members of Panchayati Raj Institutions, urban local bodies and autonomous councils / VCDCs/ VDCs (in sixth schedules districts) |
# Households which have any regular serving or retired Government employees, Co-operative Societies partially/ fully funded by Government. |
# Households which have any Doctors, Engineers, Lawyers, Chartered Accountant, Architects and Registered Government Contractors. |
# Households which have any income tax-payee. |
# Households which own more than 15 bighas of agricultural land or/ and 1 bigha or more residential land in rural area. |
# Household owning 1.5 kathas or more land in Kamrup (Metro) or 3 kathas or more in any other area; or any industrial or commercial land anywhere . |
# Households which own motorized four wheeler including tractor. |
# Households which own air-conditioner. |
Benefits of Assam Orunodoi Scheme
The Orunodoi Scheme launched by Govt. of Assam will immensely help poor households of Assam. It provides following benefits to respective families in the following manners.
# Govt of Assam is to provide Rs 1250 per month each to 27 lakh families under this ‘Orunodoi’ Scheme. |
# The support of Rs 1250 per month will help the poor households, to meet their medical & nutritional needs. |
# The amount will be sent by DBT to bank account of nominated woman of the family. |
# Beneficiaries will receive the amount on the tenth day of every month. |
# It shall benefit all poor households whether they are covered under NFSA or not. |
# Under this initiative, the State has set a commitment to alleviate the financial problems of impoverished families in Assam through ‘Substantial Income Support’. Women being primary caretaker of family are kept as beneficiaries of the scheme. |
# With total financial outlay for Orunodoi at Rs.4,142 crore per annum, this scheme is billed as one of the largest direct beneficiary transfer (DBT) schemes in the country. |
Selection Process of Orunodoi Scheme Beneficiary
Preliminary Selection: The District Level Monitoring Committee may devise modalities for preparing the list of eligible beneficiaries strictly as per the Guidelines. The preliminary selection of the beneficiaries will be done at the level of Gaon Panchayat (GP)/ Village Council Development Committee (VCDC)/ Urban Local Body (ULB) based on eligibility/ ineligibility conditions .
An undertaking cum checklist of the eligibility/ineligibility conditions has been prepared for use at GP / VCDC / ULB level which is attached at Annexure ‘A’. Only one such undertaking cum checklist should be prepared against each proposed beneficiary household.
Compilation at LAC level: The undertaking cum checklist, forwarded by the Gaon Panchayat / VCDC / ULB, will be compiled LAC wise by Member Secretary, DLMC to be put up fo the District Level Monitoring Committee for prioritization/selection.
Prioritization of list of applicants by District Level Monitoring Committee: The District level Monitoring Committee will meet to prioritize and finalize the received list of applicants submitted by the GPNCDC/ ULBs, based on the priority criteria mentioned above.
Beneficiary List of Orunodoi Scheme
The beneficiary list 2023 for the Orunodoi Scheme has been released by Government of Assam recently. Applicants who got selected under the Orunodoi Scheme will receive funds through the Direct Benefit Transfer (DBT) mode to the bank account of nominated woman of the family.

How to Apply for Orunodoi Scheme ?
The entire application process of Assam Orunodoi Scheme is offline only. Beneficiaries have to apply offline through its respective Gaon Panchayat office. They may follow below mentioned steps.
# Collect an application form from the respective Gaon Panchayat.
# Fill up the application form .
# Attach the following documents: Voter ID, PAN Card, Aadhaar Card, and Bank Passbook along with Orunodoi Form.
# The Ward Member of your ward will assist you throughout the application process.
# Submit the filled up application form at your respective Gaon Panchayat office.
# Orunodoi Sahayaks at GP / VCDC / ULB shall facilitate the process of filling up Detailed Application Form (DAF).
# DAF shall be used to collect the bank details and other information.
# The DAF also contains a self-affidavit to be signed by the selected beneficiaries specifying the eligibility conditions.
