Mission Basundhara
Mission Basundhara is a flagship program launched on 2nd October 2021 by the Department of Revenue and Disaster Management, Govt. of Assam. Under the leadership of chief minister of Assam, "Mission Basundhara" has been developed in a bid to streamline and resolve and to make land revenue services more accessible to citizens.
It is expected that, the launch of Mission Basundhara Portal will reduce the pendency in updation of land records and public will receive stress-free and smooth services without visiting revenue circle offices.
The implementation of the mission shall enable achieving the goal of 100% Digitization of Maps and total Integration of Maps, Land Records and Registration for the State under DILRMP. The citizens shall have access to real time land records.

Basically, there are three components of Mission Basundhara. The components are as mentioned below -

Core Services of Mission Basundhara

Services under Mission Basundhara 3.0
1. Settlement of unsettled erstwhile Bhoodan/Gramdan Lands:
Conferring ownership rights to Occupancy Tenants will be granted in accordance with the Assam (Temporary Settled Areas) Tenancy Act, 1971, where an occupancy tenant can apply for acquiring ownership rights.
Documents Required:
1. Certificate as proof of legal heirs (if applied by legal heirs)
2. Rent Receipt
3. Copy of Rayati Khatian
2. Offering reclassification suits:
This service allows landholders to apply for the reclassification of their land when its usage changes. For instance, if agricultural land is converted to non-agricultural purposes—such as residential, commercial, or industrial use—landholders can initiate a reclassification process to align the land's designation with its actual use. This ensures compliance with land use regulations and enables landholders to engage in legal transactions related to their property.

3. End to end digitalization of Annual Patta to PP conversion with rationalized rates in town and its peripheral areas:
Through this service, Annual patta landholders, whose land rights are limited to yearly leases, can now convert their land into Periodic Patta by paying a rationalised premium. This conversion grants them long-term ownership rights, making the land eligible for transactions and transfers.

4. Limited Conversion of Tea grant land to periodic patta:
Tea estate land, originally granted for tea cultivation, has often been sold and repurposed for residential or commercial uses. This service allows for the legal conversion of such Tea Grant or Tea Patta land into Myadi Patta by reclassifying the land based on its current use, subject to payment of applicable premiums.

1. Registered Deed on or before 31.12.2022

5. Digitalized Settlement of land to non individual juridical entities:
This service enables Organisations and Institutions, such as government bodies, educational, religious, and socio-cultural institutions, to apply for land allotment or settlement. These entities, recognised as having separate legal status, can acquire land for infrastructure projects, public purposes, or community needs. The service has provisions for religious sites and public spaces as well.

6. Settlement of land in surveyed N.C. village under SVAMITVA:
This service aims to grant conclusive land rights in villages covered under the SVAMITVA scheme, i.e un-surveyed Non-Cadastral (NC) villages. The endeavour is to provide legal property ownership and records to landholders, ensuring accurate land mapping and title deeds for NC village residents. This process is key to achieving NC Village Free Assam by integrating these un-surveyed lands into formal land records, thereby improving governance and reducing land disputes.

7. Review of MB 2.0 cases pending for clarification:
Under Mission Basundhara 2.0, several land-related cases remain unresolved due to the need for further clarification. These pending cases are categorised district-wise and service-wise for a thorough review process to resolve outstanding issues by ensuring that all necessary information is gathered for appropriate decision-making. This review service aims to streamline the settlement process.
Services under Mission Basundhara 2.0
1. Settlement of Khas and ceiling Surplus land:
The government Khas and Ceiling Surplus land in occupation of indigenous landless people will be settled for homestead and ordinary purpose in accordance with the Land Policy 2019 as amended.
Documents Required: Touzi Bahira receipt or Bedakhali Jorimona Paid Receipt.
2. Settlement of Occupancy Tenant:
Conferring ownership rights to Occupancy Tenants will be granted in accordance with the Assam (Temporary Settled Areas) Tenancy Act, 1971, where an occupancy tenant can apply for acquiring ownership rights
Documents Required:
1. Gaon Pradhan Certificate for next of Kin
2. Latest Land revenue receipt
3. Copy of Raiyati Khatian issued by Govt.
3. Settlement of special cultivators:
Settlement of government land under this service to normal tea growers/ other special cultivators viz. rubber, coffee. As per Land Policy 2019 as amended, normal growers of special cultivation to be provided with 30 bighas of land and in case of additional settlement of land, it will not exceed 75 bighas in aggregate after realization of premium.
Documents Required:
1. Cultivation Board Registration Certificate/License from designated State or central Board
2. Touzi Bahira receipt or Bedakhali Jorimona Paid Receipt
4. Settlement of hereditary land of Tribal Communities:
Settlement of hereditary land of tribal communities upto 50 bighas, as per Land Policy 2019, as amended.
Documents Required:
1. Proof of Hereditary Land
2. Touzi Bahira receipt or Bedakhali Jorimona Paid Receipt
3. Gaon Pradhan Certificate
5. Settlement of AP transferred land from original AP holder:
If any AP land is transferred, then a proceeding for non-renewal of the Annual Patta shall be initiated and the Annual Patta will be cancelled making the land Government land. Once the AP land is made government, the land will be disposed or settled with eligible occupiers in the manner prescribed in Land Policy, 2019 as amended.

1. Latest Land revenue receipt
2. Any supporting document to prove the transfer of land ownership from the original allottee
6. Regularization of settlement of PGR VGR LAND:
Settlement of upto 1 Bigha of PGR/ VGR land will be granted to eligible occupiers for homestead purpose.

1. Touzi Bahira receipt or Bedakhali Jorimona Paid Receipt
2. Administrative mandate prior to January 1, 2011.
7. Online payment of Land Revenue:
This service facilitates as payment of land revenue through online mode.

Services under Mission Basundhara 1.0
1. Mutation by Right of Inheritance:
Mutation means registration of the name of a person in the Record of Right i.e. the Jamabandi. The ownership is transferred from the recorded land owner to the legal heir through inheritance. The mutation by right of inheritance shall follow the provision under Sec 53 A (1), ALRR, 1886. No user fees for the service.
Documents Required:
1. Death Certificate/ Certificate From Gaon Pradhan/ Certificate from GP Secretary.
2. Next of kin certificate OR Certificate from gaon pradhan or from ward member / Executive officer in case of Town OR Probate from court in case of will OR Relationship Affidavit
3. Consent of other next of kin opting out of mutation, if any
2. Mutation after Deed Registration:
The process of recording the change/transfer in the title of ownership after the property has been transferred or sold. On mutation the name of the new owner is recorded and land revenue charged from the rightful owner. No user fees for the service.
Documents Required: Deed copy and NOC copy.
3. Partition for Undisputed Cases:
Partition means division of a revenue paying estate in to two or more such estates, each separately liable for revenue assessed thereon. Every recorded proprietor/landowner in actual possession of the interest in respect of which he desires partition, apply for partition. No user fees for the service.
Documents Required: Jamabandi Copy
4. Reclassification of Agricultural Land to Non-Agricultural Land less than 1 Bigha:
If the usage of land is changed, the class of land also requires to be changed from the existing to a new land class. This service is for reclassification of agricultural land to non agricultural purpose if the land area is below one bigha and its use is restricted to construction of one’s own dwelling house. No user fees for the service.

5. Allotment Certificate to Periodic Patta:
The allotment certificate to be converted to periodic patta after verifying the possession of the allotee for the stipulated period.

1. Allotment certificate

3. Legal Heir Document, if not original allottee
6. Conversion from Annual Patta to Periodic Patta:
Conversion is the process through which status of any land settled for one year (Annual Patta) is changed to longer tenure. Once AP land is converted to PP Land, the land owner shall have permanent, heritable and transferable right of use and occupancy in his land. No user fees for AP to PP conversion for rural areas.

7. Striking out of Name from Patta:
The names of persons no longer in possession can be removes from RoR under Rule 116, ALRR, 1886 after hearing each case.

8. Mobile Number Updation:
Pattadar will be able to update his mobile number by using this service of Mission Basundhara.
Documents Required: ID Proof ( Passport/ Driving License/ PAN Card/ MG NREGA Job Card)
9. Legacy Data Updation:
# Name Correction: Any rectification in name of pattadar, area of land and updation of the remarks of the Jamabandi to be made under Legacy Data Updation service.

How to Apply for Online Services at Mission Basundhara Portal?
Citizens of Assam who wants to avail any of the above mentioned land related services must apply online by visiting Mission Basundhara Portal starting from 20th October 2024. They may follow below mentioned steps to apply for any land related services.
# Scroll down, go to Important Web-Link's section.
# Click on Online Application Form Link.
# The official portal of Mission Basundhara will be displayed.
# Now, scroll down on that portal and go to "List of services" section and click on the "Apply Now" button of the service/s you want.
# A pop up window will appear, enter your mobile number and enter OTP and Verify.
# After successful login, you will get four sections - Land Details, Applicant Details, Documents and Review & Submit.
# Enter all required details and at the end click on the Submit button.
# Your application will be submitted for further processing.
